2.0 Procedure and Certification Approach

Crane, Vehicle, Plant and Equipment Unit Certification Approach includes:

2.1 Pre-service - Review your registered unit(s) and submitted data and documents

2.2 During-Service - Visual inspection for defects that may include a clean down, strip down, review and rebuild crane

2.3 Post-Service - Review of work undertaken and range of motion and load test vehicle for manufacturer’s recommendations and stability if required. The unit is functionally operational.

2.4 Certification - With the RPEQ Engineer satisfaction, Certification is issued for Cranes, Vehicles Plant, Equipment Units with

2.4.1 Unit report signed by RPEQ Engineer

2.4.2 Unit Certification document signed by RPEQ Engineer

2.4.3 Unit Engraved Plate

Authorised Officer Approval for Vehicle Modification - Certification Procedure

HEAVY VEHICLES > 4.5 tonnes

TRAILERS > 750 kgs

and

LIGHT VEHICLES < 4.5 tonnes

Upon request to approve a modification the following procedure is followed:

1. Modified Vehicles The vehicle is to be inspected to ensure that the modifications have been completed in accordance with the original vehicle manufacturer’s recommendations or the Code of Practice. The authorised officer must also be satisfied that the vehicle when modified still complies with all Australian Design Rules to which it was originally manufactured.

2. Vehicle Certification Where any certification procedures are to be performed the authorised officer, REPQ engineer must satisfy himself that the vehicle meets all of the regulatory modification code checklist requirements.

3. Vehicles should be presented for inspection in a roadworthy condition. There is NO obligation to approve a modification to any vehicle if it is not in a roadworthy condition.

4. A Modification Plate is affixed in a conspicuous position preferably adjacent to vehicle’s compliance plate or prior to 1 January adjacent to the manufacturer’s plate, stamped or engraved with all relevant details. Modifications plates are to be left affixed to the vehicle.

5. All fees are to be paid prior to Inspection and is a requirement of the inspection. Without clear funds paid in full to our account the certification is not valid.

Procedure for Pre-Registration Inspection for Heavy Vehicle Registration Assessment Scheme

HVRAS

1. Our Heavy Vehicle Pre-Registration Certification inspectors inspect and measure vehicles of more than 4.5 tonnes gross vehicle mass (GVM), or trailers more than 750 kilograms aggregate trailer mass (ATM) prior to registration on behalf of Department of Transport and Main Roads.

2. Vehicles are to comply with:

1.2.1 Dimensional limitations

1.2.2 Approved load sharing axle systems guidelines

1.2.3 Safe tyre limits

1.2.4 Vehicle identifiers (for example -engine number, vehicle identification number, chassis number, modification plate as a minimum)

3. Our Heavy Vehicle Pre-Registration Certification inspectors complete a Heavy Vehicle Registration Assessment Scheme (HVRAS) Application Form of the vehicle body type, and trailer type to support the client’s registration from any Department of Transport and Main Roads Customer Service Centre.

4. All fees are to be paid prior to Inspection and is a requirement of the inspection. Without clear funds paid in full to our account the certification is not valid.
